Vaclav graduated in political science from Charles University in Prague in 2005, obtained a postgraduate qualification in public administration and diplomacy at the École nationale d’administration (ENA) in 2008 and Ph.D in politics from Charles University in 2013. He also possesses numerous other academic qualifications and experience, including a Marshall Memorial Fellowship in 2010. He has undertaken internships at the EU Institute for Security Studies in Paris; Transatlantic Security Studies in Bonn; the International Human Rights Institute in Strasbourg; and the Robinson-Martin Security Studies Programme at the Prague Security Studies Institute.

After 2004, Vaclav was for three years adviser to a member of the Czech Parliament, responsible for preparing materials for legislative work and public interventions, drafting papers, observing parliamentary committees, and arranging meetings. He was also Vice Chairman and Research Director of a think-tank, the Association for International Affairs (AMO), responsible for all research projects of the Association. At the Association, he headed a team of research fellows and was responsible for coordination of research activities and ran various international projects (Belarus, Ukraine, Egypt, Armenia), and maintained contacts with the media. For many years Vaclav served as vice-chair of the Supervisory Board of AMO.

After 2008, Vaclav became Executive Director for the Association for Communication in the Public Sector, where he was responsible for management of the organization, cooperation with partners and members, political parties, designing and preparing communication audits, research and training for civil servants, municialities as well as consultancy in marketing, PR and communication for senior politicians.

In 2010 Vaclav became Managing Director of the CEC Government Relations (CEC Group) Prague, Czech Republic.
